A public hearing for a voting precinct plan drew a surprising dearth of speakers on Wednesday night.

After a long and contentious process to establish borough boundaries that included a public hearing with 29 speakers, nobody spoke when given the opportunity to comment on a plan for precinct boundaries and polling places.

City Council voted 7-1 to approve the plan, with Councilman Leroy Bennett voting in opposition. He would be drawn out of his borough under the borough plan.

The plan would create five new precincts and set several polling places that are outside of the precinct. According to Planning and Community Development Director Scott Mills, that’s allowable as long as the polling place is within one mile of a boundary of the precinct.

Residents in the Harbourview, White Marsh, Wilroy and Hollywood precincts would vote outside the boundary lines.

Eleven schools — more than half the schools in the Suffolk Public Schools system — would be used as polling places under the new plan. There also are six churches, seven government buildings such as fire stations and three other buildings such as Ruritan clubhouses.

The proposed precinct with the largest voting-age population is Driver, with 3,876. The smallest is the new Pittmantown precinct, with 745. That precinct covers a large, sparsely populated area of the southwestern portion of the city.

One last public hearing will be held on the entire plan on Nov. 16 at 7 p.m. in City Council chambers, 441 Market St. If City Council approves the entire plan at that time, it will be forwarded to the Justice Department.

The proposed precincts and polling places are below. These changes do not take effect until January, if approved by the Justice Department, so they do not change the places where citizens vote next week.
