An unopposed candidate for Suffolk City Council is outspending — and out-raising — the other candidates for the city’s governing body.

Rob Barclay, who is running without opposition for the Sleepy Hole seat, raised $4,500 this reporting period and spent more than $13,000.

This was the period of political action committees, as almost every candidate for City Council and School Board accepted money from local groups. The Tidewater Builders Association and Businesses Supporting Minority Candidates were the most frequent donors. The builders gave $2,000 each to Barclay, Curtis Milteer and Leroy Bennett, all council candidates. The latter group gave $200 each to Milteer and Bennett, as well as to School Board candidates Marion Matthews and Thelma Hinton, who are running against each other for the Nansemond borough seat.

Bennett also took money from a realtors’ association and a professional firefighters’ PAC.

In the School Board races, Sleepy Hole incumbent James Perkinson took $150 from the Education Association of Suffolk’s PAC, as did Whaleyville incumbent Sharon Harris.

Those candidates who spent money did so primarily on newspaper and direct-mail advertisements and postage.
