In Suffolk, five city employees will earn more than $200,000 in base salary in 2025.

You might be surprised to learn the mayor nor city council make that list, nor do they make the list of over 100 city employees set to earn over $100,000. Suffolk’s top paid employee remains City Manager Albert Moor, who will earn the same $253,134 in fiscal year 2025 as he did in 2024. During 2024, Moor saw an increase from his 2023 salary of $226,013. Moor has been in the position since May 2021.

The City of Suffolk continues to utilize step plans for sworn and non-sworn employees. According to the city, these plans provide regularly planned/scheduled salary increases in addition to cost of living allowances (COLA) increase. In 2023, many of the city’s employees received step increases.

The top 50 earners in Suffolk will receive between $253,134 and $124,282, with an average salary of $156,495, totaling $7.8 million, according to data provided by the City of Suffolk. The data received via Freedom of Information Act request includes only base salary, no bonus information or overtime is included.

As the first quarter of Suffolk’s 2025 fiscal year closes, here is a look at who will be the highest paid city employee.

1. City Manager Albert Moor will earn a base salary of $253,134. He started in his current position in 2021.
2. City Attorney William Hutchings Jr. will earn a base salary of $218,598. He started in his role in 2021.
3. Deputy City Manager Azeez Felder will earn a base salary of $215,250. Felder began his role in 2021.
4. Deputy City Manager Kevin Hughes will earn a base salary of $215,250. Hughes began their role in 2021.
5. Commonwealth’s Attorney Narendra Pleas will earn a base salary of $212,447. Pleas began her role in 2022.
6. Suffolk Fire and Rescue Chief Michael Barakey will earn a base salary of $192,000 in 2025. Barakey has been in his role since 2018.
7. Police Chief James Buie will earn a base salary of $192,000 in 2025. Buie was installed as chief in 2024
8. City Treasurer Ronald Williams will earn a base salary of $191,543 in 2025. Williams had been in his role since 1982.
9. Clerk of Circuit Court W Carter Jr. will earn a base salary of $186,708 in 2025. Carter has been in his role since 1986.
10. Director of Public Works Robert Lewis will earn a base salary of $180,000 in 2025. Lewis has been in his role since 2021.
