Woman accused of killing a Portsmouth woman in Norfolk’s Downtown Tunnel turns herself into police

On Jan. 22, 2024, at approximately 10:48 a.m., VSP reports Dominique C. Goodwin turned herself into Norfolk Police at the Norfolk Police Department Police Operations Center, located at 3661 E. Virginia Beach Boulevard. Goodwin was taken into custody and warrants were served.
Goodwin was wanted for causing the fatal crash that killed Shelby Riddick Walker of Portsmouth in the early morning hours of Dec. 30, 2023. Preliminary investigations revealed that Goodwin was driving eastbound in the westbound lanes of Interstate 264 when her vehicle, a 2018 Volkswagen struck a 2006 Chevrolet Equinox head-on. The driver of the 2006 Chevrolet Equinox, Shelby Riddick Walker, was killed instantly.
