The Suffolk Police Department promoted 20 officers during a ceremony Monday at King’s Fork High School.
The ceremony featured the promotion of one major, one captain, two lieutenants, six sergeants and 10 master police officers.
“Congratulations for your individual accomplishments, and thank you for the courage and conviction of your characters, your sincerity of purpose, and for the extraordinary services you will provide and sacrifices you will make on behalf of all of the citizens of Suffolk,” said Mayor Mike Duman in remarks during the ceremony.
Those promoted included:
Maj. John McCarley is a native of Louisville, Kentucky, where he joined the Air Force and retired after 20 years of service. He also worked for HSBC Banking Corp. as an assistant broker and was hired by the Suffolk Police Department in December 2002. McCarley graduated from the Chesapeake Public Safety Academy and was assigned to the Uniform Patrol Division. During his career, he has worked in operations, investigations, professional standards and administration, accruing multiple commendations along the way. He was promoted to sergeant in 2010, lieutenant in 2014 and captain in 2017. Some of his career highlights include establishing the department’s electronic ticketing program, online reporting website and serving as S.W.A.T. commander. He was promoted to deputy chief.
Capt. Michael Wise began his career with the Suffolk Police Department in 1999 and attended the Chesapeake Police Academy’s 40th Session. During Wise’s time with the department, he has held numerous specialized certifications to include evidence technician, field training officer, SWAT operator, general instructor and certified crisis/hostage negotiator. Wise has spent his time in the department in uniform patrol, professional standards, special operations and administration. He earned a bachelor’s degree in criminal justice – law enforcement administration from Youngstown State University. Wise is married to Kimberly Wise, and they have five children – Zoie, Zane, Logan, Peyton and Katelyn. He was formally promoted to captain during the ceremony.
Lt. Robert Fahrman was hired by the Suffolk Police Department in 2007. He was promoted to sergeant in 2013. Fahrman spent the majority of his career with the Neighborhood Enforcement Team as a gang investigator or supervisor. He has served as an instructor for Firearms, Taser, Active Threat, Less lethal Weapons and SWAT. Fahrman has been a member of Suffolk SWAT since 2010 as an operator, a team leader and is currently the SWAT executive officer. During his time with SPD, Fahrman has received the medal of valor, a lifesaving award, a community service award and various commendations. He was promoted to lieutenant in 2021.
Lt. Matthew Faubion is a native of Virginia and has a bachelor’s degree from Christopher Newport University. Faubion was hired by the Suffolk Police Department in 2011. Following his graduation from the Hampton Roads Criminal Justice Training Academy Faubion was assigned to Uniform Patrol until 2014, when he was transferred to the criminal investigations division, detective bureau. During his assignment to the detective bureau, he was assigned to the economic crimes section. In 2019, he was promoted to sergeant and assigned to Sector 2 day shift. Faubion was previously an evidence technician and a technician on the command bus. He is a firearms instructor and a taser instructor. Faubion has been awarded officer of the quarter and received three departmental commendations. He was promoted to lieutenant tonight.
Sgt. Christopher Butler is a native of Portsmouth and graduated from the Chesapeake Public Safety Academy in 2000. In March 2004, then-officer Butler was assigned to the community improvement unit until it was dissolved and redesignated as the first neighborhood enforcement team. Shortly after that, Butler was assigned to the special operations division during which time he was promoted to the rank of master police officer. In 2010, Butler was transferred to the Administration Division as the first full-time department quartermaster. In 2017, Butler was transferred back to the uniform patrol division. During his 22 years of service, he has trained and served as a general instructor, bicycle patrol officer, crime prevention specialist, critical incident stress management peer, oleoresin capsicum instructor, marine patrol officer, police recovery diver, SWAT grenadier, command bus operator, auxiliary liaison officer and standard field sobriety test instructor. During his career, Butler was awarded the life-saving medal, several commendations, a citizen’s award and in 2007, was officer of the year and a Hampton Roads “Top Cop”. He was promoted to sergeant in 2021.
Sgt. Lorri Ellis is a native of Queens, New York, and a second-generation police officer in her family. Her father, Benjamin Arthur Ellis Jr., served 28 years with the New York Police Department before retiring and was an inspiration in dedicating her life to public service. She received her bachelor’s of science degree from Norfolk State University and was hired by the Suffolk Police Department in July 2013. Ellis attended and graduated from the Hampton Roads Criminal Justice Training Academy. Following her graduation from the police academy and field training she was assigned to the uniform patrol division on C-1. In 2018, she was selected and transferred to the neighborhood enforcement team in the criminal investigations division. In 2021, she was promoted to the rank of sergeant and was appointed to B-1 in uniform patrol. She also is a member of the Suffolk Police Department’s ancillary units to include mobile field force, surveillance team and unmanned aircraft systems. During her career, Ellis has received several commendations, noteworthy performance awards, and a chief’s coin. She was promoted to sergeant in 2021.
Sgt. Daniel Rowland is a Portsmouth native. He was hired by the Suffolk Police Department in 2012 and graduated from the Hampton Roads Criminal Justice Training Academy. After graduating and completing his field training, Rowland was assigned to uniform patrol where he spent the majority of his time on the evening shift. Rowland has been certified as a general instructor, Defensive Tactics Instructor, a crisis negotiator and a field training officer. Rowland is a second-generation police officer, following in the footsteps of his father, now retired Virginia Beach master police officer Kevin Rowland. He was promoted to sergeant.
Sgt. Michael Swinney Jr. was hired by the Suffolk Police Department in 2016. Swinney attended and graduated from the Hampton Roads Criminal Justice Training Academy. Following his graduation from the Police Academy and completion of his field training, he was assigned to the uniform patrol division. During his career, he has worked in both operations and investigations. While assigned to operations he served as a field training officer. He was also an intox. operator. While in Investigations he was assigned to the criminal investigations division where he investigated various types of criminal offenses. Swinney was a member of the crisis negotiations team and is currently a member of the department’s UAS team and surveillance team. Swinney holds other certifications to include crisis intervention training instructor, OC instructor, radar/LiDAR operator and general instructor. Swinney has received several awards during his career for his actions. He was promoted to sergeant in March 2021.
Sgt. Michael Uriah is a native of Utica, New York, and has a bachelor’s degree from Strayer University in computer security and forensics. Uriah was in both the Navy and Air Force Reserves, and retired from his military career in July 2020 after a 24-year career. Uriah was hired by the Suffolk Police Department in 2004, and attended and graduated from the 46th Session of the Chesapeake Police Academy. Following completion of his field training he was assigned to uniform patrol division. He was promoted to senior police officer in April 2011 and master police officer in 2015. Some of his career highlights include serving with the underwater search and recovery team, one of the first members of the search and rescue team, and marine patrol. Throughout Uriah’s career, he received several commendations and noteworthy performances. He was promoted to sergeant.
Sgt. John Worth is from Southampton County and left for the Navy in 2009. He worked as a religious program specialist assigned to 3rd Marine Logistics Group until he was discharged in 2013. Worth was accepted to Crater Criminal Justice Training Academy, where he completed basic law enforcement certification as an independent recruit. He was then hired by Suffolk PD in 2015. Following his completion of field training, Worth was assigned to uniform patrol where he became a fatal crash investigator, drone pilot and a field training officer while obtaining a departmental commendation and a lifesaving award. He was promoted to sergeant in June 2021.
Master Police Ofc. Reginald Boone is a native of Suffolk and has a bachelor’s degree from DeVry University. He served as a member of the Marine Corps and was hired by the Suffolk Police Department in 2008. Boone attended the Hampton Roads Criminal Justice Training Academy and after completion was assigned to uniform patrol. Boone is also a member of the search and rescue team, surveillance team and mobile field force unit. He was promoted to police officer III in 2017, and master police officer in 2022.
Master Police Ofc. Cedric Boyette is a native of Suffolk. Boyette has a bachelor’s degree from Virginia State University and a master’s degree from Grand Canyon University. He previously worked as an assistant manager at Taylor’s Do It Centers before being hired by the Suffolk Police Department in 2005. Boyette attended and graduated from the Hampton Roads Criminal Justice Training Academy. Following his graduation from the police academy and prior to completing field training, Boyette was mobilized by the Army Reserve for Operation Enduring Freedom in 2006. After completing military duty in 2007, Boyette completed field training in 2008. He was assigned to the uniform patrol division and has been a member ever since. During his career, he has accrued several commendations and noteworthy performances. He was promoted to police officer II in 2008, police officer III in 2017 and master police officer in 2021.
Master Police Ofc. Jesse Fede is a native of New Smyrna Beach, Florida, and moved to Hampton Roads in 2001, with his soon-to-be wife, Kathryn. He has worked for the city Police Department for about 15 years. Fede graduated from the Hampton Roads Police Academy in 2007, and after completion of field training, was assigned to uniform patrol in both sector 1 and two for the next 14 years of service, until he was transferred to special operations, as a school resource officer. Fede is a CIT instructor and has received many positive letters of appreciation for his work as a CIT officer. Fede also has received a lifesaving award this past year. He was promoted to master police officer in 2022.
Master Police Ofc. Jerry Fowler is a native of Moore, Oklahoma, and has a bachelor’s degree from Excelsior College. He was a Marine for 26 years and retired in 2009. Fowler attended and graduated from the Hampton Roads Criminal Justice Training Academy in 2010. Following his graduation from the Police Academy and completion of his field training he was assigned to the uniform patrol division. During his career in uniform patrol, he has accrued multiple commendations. Some of his career highlights include serving as a member of the SWAT team, honor guard and the surveillance team. He was promoted to master police officer in 2021.
Master Police Ofc. David Gawryluk is a native of Baltimore and prior to becoming a Suffolk police officer he was in the Marine Corps for 22 years. Gawryluk was hired by the Suffolk Police Department in 2011. Gawryluk attended and graduated from the Hampton Roads Criminal Justice Training Academy. Following his graduation from the Police Academy and completion of his field training he was assigned to the uniform patrol division. During his career he has worked in the neighborhood enforcement team, surveillance, special tactics and weapons team and a member of the underwater recovery unit. Gawryluk is currently assigned to the Hampton Roads Criminal Justice Training Academy. He was promoted to master police officer in 2022.
Master Police Ofc. Derek Jackson was hired by the department in 2007. Upon completing the field training program he was assigned to uniform patrol. While assigned to uniform patrol, Jackson was assigned to SWAT where he was assigned as a sniper for the team for 13 years. In 2012, Jackson was assigned to the department’s neighborhood enforcement team specializing in gang participation and gang recruitment investigations throughout the city. Jackson was later assigned to the department’s special investigation unit which specializes in narcotics and vice offenses in the city. During his career, Jackson obtained certifications as a general instructor, firearms instructor, gang expert and bicycle patrol officer. Jackson has been awarded several department commendations and a community service award. Prior to becoming a police officer with the Suffolk Police Department, Jackson served in the military. He was promoted to master police officer in 2021.
Master Police Ofc. Khandi Johnson is a native of Chesapeake. She received a bachelor of science in forensic science from the University of Central Oklahoma. Johnson was hired by the Suffolk Police Department in 2011 and attended the Hampton Roads Criminal Justice Training Academy. After graduation, Johnson completed field training and was assigned to the uniform patrol division. Johnson joined the fatal crash team as an Investigator in 2016. During her career, Johnson has received multiple commendations, two lifesaving awards and several noteworthy performances. Johnson was promoted to POIII in 2018 and master police officer on Jan. 22.
Master Police Ofc. Shelly Koziana is from Chesapeake and began her career with the Suffolk Police Department in August 2010. Koziana graduated from the Hampton Roads Criminal Justice Training Academy and following her successful completion of Field Training she spent most of her time assigned to Sector 1 Uniform Patrol. While in that role she mastered several trainings, to include Level 1 and Level 2 Traffic fatality investigator, and was proficient in the operation of Lidar, Radar and Intoxilyzer. In 2015, Koziana was selected as the department’s accreditation manager. There she spent the next five years ensuring our policies and procedures for law enforcement, crime scene division and emergency communication center met Accreditation standards. In 2020, Koziana applied for the position of detective and was selected as part of the criminal investigations division. There, she has worked countless hours and is currently a lead violent crimes detective and was named officer of the year for 2021. Koziana was promoted to the rank of master police officer in 2021.
Master Police Ofc. Matthew Moraczewski was hired by the Suffolk Police Department in 2010. During his time with the department he has worked in uniform patrol, the neighborhood enforcement team and criminal investigations. He was promoted to police officer III in 2018 and was promoted to master police officer in 2021.
Master Police Ofc. Shane Sukowaski began his career with the Suffolk Police Department in 2009, after being honorably discharged from the Navy. Upon completion of the academy, and field training, Sukowaski was assigned to uniform patrol. While assigned to uniform patrol, Sukowaski served as a field training officer, and obtained general instructor, defensive tactics, and taser instructor certifications. in 2014, Sukowaski became a member of the underwater search and recovery unit. In 2015 Sukowaski became a member of K9 unit where he is still assigned with his partner K9 Salvo. He was promoted to master police officer in 2021.
