When does ‘monitoring’ end?

To the editor:
I just read that City Council has decided not to rule on but to “monitor” the dog-tethering situation in the city. What I did not read was any reason for not doing something to address it.
Is there a certain number of neglected animals that must be counted before they intend to take action? What criterion will be used to switch from “monitoring” to action?
