Mr. and Mrs. Kenneth Garrett, of Suffolk, Va., are happy to announce the engagement of their daughter, Megan Olivia Garrett, to Victor Kenneth Outlaw.

Victor is the son of Patty Outlaw, of Portsmouth, Va., and Mark Outlaw, of Suffolk, Va.

Megan and Victor are 2002 graduates of Nansemond River High School and 2006 graduates of the University of Virginia. Megan is employed by ITT Corporation as an analyst and Victor is a Ph.D. candidate at Johns Hopkins University in Baltimore.

Victor surprised Megan by proposing in August 2010 at a vineyard near Charlottesville, Va. A Sept. 24, 2011 wedding is planned at Norfolk Botanical Gardens.
