Fatal parking lot wreck to be reviewed

The commonwealth’s attorney’s office will review charges in a December parking lot accident that turned fatal.
On Dec. 21, James Richard Brown, 91, was leaving the Farm Fresh grocery store on North Main Street with a shopping cart full of groceries, said city spokeswoman Debbie George. Celia Outten, 82, allegedly struck the cart as Brown crossed the parking lot. The impact dragged Brown to the ground, where he suffered a bump to the head and a broken hip.
Brown underwent surgery to repair the broken hip. He died Jan. 8 as a result of complications from the surgery.
At the time of the accident, Outten was charged with reckless driving and failure to wear prescription glasses, a restriction on her license. The commonwealth’s attorney’s office will now review the possibility of additional charges in the case as a result of Brown’s death.
