Suffolk woman earns Civil Service promotion

Pamela F. Conklin, the daughter of Jack and Eloise Byrd of Gatesville, N.C., has been promoted to the ranks of the Senior Executive Service for the Department of Defense.
The Senior Executive Service is a pay grade in the civil service of the United States federal government, comparable to the ranks of general or admiral in the U.S. armed forces.
Conklin was selected to be the Executive Director of Financial and Business Operations for the Defense Contract Management Agency at Fort Lee. She will be responsible for the management of DCMA’s business infrastructure and all matters pertaining to the financial operations within the agency.
DCMA provides contract administrative services to Department of Defense acquisition enterprise and its partners to ensure delivery of quality products and services on time, at projected cost and that meet all performance requirements.
As of June 30, DCMA handled more than 325,000 active contracts.
Conklin entered the federal service in 1982 with the Internal Revenue Service in Falls Church, followed by eight years working for the U.S. Army in Heidelberg, Germany.
She returned to Virginia in 1995, where she served in a variety of regional and headquarters positions with the Defense Commissary Agency, including Region Budget Officer and Region Comptroller in Virginia Beach.
Conklin was selected as the Chief Financial Executive for the Defense Commissary Agency headquartered at Fort Lee in 2005. During her tenure, the agency earned five of its eight consecutive unqualified opinions representing the highest assessment that an organization’s financial statements could attain.
She was responsible for all financial aspects of the agency’s retail sales and operating budgets and served as the agency spokesperson on financial matters.
Conklin graduated from Nansemond-Suffolk Academy in 1977 and from the University of North Carolina at Chapel Hill, N.C., in 1981. She attended the Army Management Staff College and the Federal Executive Institute.
She lives in Colonial Heights, VA with her husband Bob and their two sons, Brandon and Langdon.
