Firefighters take new ranks

New funding and recent retirements at the Suffolk Fire Department opened the door wide for 11 promotions, Fire Chief Mark R. Outlaw announced Wednesday.

Two captains and nine lieutenants were named. The positions were approved by city council in the 2004-05 operating budget. W. Randolph Carter, clerk of the circuit court, recently administered the oath of office to the following firefighters:

-Captain:

Andre’ L. Durham, a 13-year veteran, was promoted to lieutenant in 1998. Durham holds a fire science degree from Tidewater Community College. He serves as commander of the Honor Guard and chairman of the Technical Rescue Program.

-Captain:

David P. Harrell, an 8-year veteran, was promoted to lieutenant in 2002. Harrell holds a fire science degree from Tidewater Community College. He is responsible for the department’s janitorial supply budget.

These firefighters were promoted to the rank of lieutenant:

-Aimee M. Barrineau, a 6-year veteran, holds a bachelor of science degree in human service counseling with a minor in special education from Old Dominion University. Assigned to Battalion 1-C, Station 1, Barrineau serves on the Critical Incident Stress Management Team.

-James A. Broglin, a 6 year veteran, is currently pursuing a fire science degree.

-Richard W. Deans, a 7-year veteran, is currently pursuing a fire science degree. Deans is one of the department’s Self Contained Breathing Apparatus technicians.

-James N. Dickens, a 7-year veteran, holds a bachelor of science degree in mechanical engineering from Old Dominion University.

Dickens serves on the department’s Safety Committee.

-William T. Kessinger, a 6-year veteran, holds a bachelor of science degree in industrial technology with a minor in business management from Old Dominion University. He was the valedictorian for Class 20 of the Southside Regional Fire Academy.

-Shawn E. Monroe, a 6-year veteran, is a product of Norfolk State University. Monroe is currently assigned to the Fire Prevention Bureau.

-Leon A. Ratliff, a 7-year veteran, is currently pursuing a fire science degree. Ratliff served on the staff of Southside Regional Fire Academy for two years training new fire recruits.

-Marc M. Wilkerson, a 6-year veteran, is a 2004 graduate of the Hampton Roads Fire Command School.

-John D. Wilson, a 5 1/2 -year veteran, is currently pursuing a fire science degree. Wilson is one of the department’s Self Contained Breathing Apparatus Technicians.
