Construction on SPSA flyover ramp set to begin

SUFFOLK, Virginia — The Virginia Department of Transportation (VDOT) announced Tuesday that a project to enhance safety on Route 13/58/460 near the crossover and entrance to the Southeastern Public Service Authority (SPSA) Regional Landfill in Suffolk will begin in August.
The $39.2 million project will feature the construction of a dedicated flyover ramp for eastbound traffic on Route 13/58/460, directing it to the SPSA entrance at Bob Foeller Road. This new ramp will replace the existing at-grade median crossing, eliminating conflicts between eastbound and westbound traffic.
The design includes a right exit for eastbound vehicles leading to a new bridge that spans both directions of Route 13/58/460. This will allow eastbound traffic to merge safely with the westbound entrance into the SPSA facility. The current median crossover at the SPSA entrance will be permanently closed as part of the improvements.
During construction, drivers may experience single-lane and shoulder closures, lane shifts, and occasional full closures of Route 13/58/460. Notification will be made before significant traffic shifts or full closures.
Motorists are encouraged to exercise caution and be cautious of construction vehicles entering and exiting the work zone.
The project is expected to be completed as early as late 2026. However, the timeline is subject to change based on weather conditions and scheduling factors.
