A Norfolk man has been arrested following the Commonwealth’s Attorney’s review of a September fatal crash.

Terrance Travis Taylor, 28, is charged with involuntary manslaughter. He was arrested Jan. 18, according to city spokeswoman Diana Klink.

The crash happened at 4:29 p.m. Sept. 2 in the 4500 block of Carolina Road. Davey Kennedy Bellamy, 48, of Suffolk, died at the scene.

Bellamy had been driving a Chevrolet four-door sedan. Taylor was driving a Chevrolet work van, which overturned during the crash.

Two people also suffered serious injuries in the crash.
