Adam James Suter, 27, faces arraignment on the charges on Oct. 22 in General District Court.

City spokeswoman Diana Klink said an officer was called to the home in the 500 block of North Main Street at 9:33 p.m. on July 8. Jamie Magee told the officer she had let her neighbor borrow her dog, a papillon, Klink said.

When she went to pick up the dog that evening, she found it unresponsive by the patio door.

Klink said she did not know why the man borrowed the dog and said release of any other information could jeopardize prosecution of the case.
