The girl’s grandmother remains uncaptured.
Grand jury indictments were issued Wednesday for Kimberly Artis, 39, and Steven Bullock, 51. Their last known address was in the 500 block of Jefferson Street in Portsmouth.
Acting on a tip, Portsmouth police arrested Bullock at a residence in Portsmouth about 4 a.m. Saturday.
According to a Suffolk press release, police and rescue personnel on July 17, 2011, were called to a residence in the 1100 block of Truman Road in reference to a child not breathing. They found 2-year-old Destiny Riddick unresponsive and transported her to Sentara Obici Hospital, where she was pronounced dead shortly after her arrival.
According to the press release, investigation has revealed that the child had ingested suboxone, which is a prescription drug used to treat opiate dependence, according to the U.S. Food and Drug Administration.
The drug allegedly was kept in a candy dish in the home, the news release said.
Both Artis and Bullock are wanted on charges of felony murder/homicide, felony abuse or neglect of a child, possession of a Schedule III drug, and conspiracy to possess a Schedule III drug. Bullock also is wanted for one count of second offense possession of marijuana.
