The bride is the daughter of Vernon Council and Mr. and Mrs. Maryland Wilkins of Suffolk. The groom is the son of Linda Mills Bryant and Earnest Smith and Priscilla Diggs and Victor Diggs, also of Suffolk.

A wedding is planned at Rising Saint James PHC, Suffolk, on April 21.
