Robert Brian Mullins of Suffolk’s Quality Homes Inc. has been selected as the 2010-2011 “Builder of the Year” by the statewide Home Builders Association of Virginia.

The award is bestowed annually to the builder member who offered exceptional service and dedication to the state association.

Mullins, a past PHBA president, is a commercial and residential developer active in the city of Suffolk and in Isle of Wight County. He serves as the current chairman of the state Housing and Community Development Board by special appointment of the Governor.

During the past year, he was instrumental in the adoption of the 2009 Uniform Statewide Building Code. Mullins successfully brought forward inexpensive code changes that increased fire safety in the home while leading the fight against the mandate of expensive fire sprinklers in new single-family homes.

For the past 19 months, Mullins has served as second vice president and membership committee chairman of HBAV. During his time as membership chair, more than 700 new members were added to HBAV, accounting for nearly one-sixth of the total current membership base.

Mullins has served on the HBAV Executive Committee, Board of Directors, Legislative Committee and as regional vice president. During the recent ceremony for HBAV’s 2012 officers, he was installed as first vice president and treasurer.

The Peninsula Housing and Builders Association is a trade organization that promotes and supports housing and related industries in Hampton, Newport News, Williamsburg, Poquoson, James City County, York County, Gloucester County, Mathews County and Isle of Wight County.
