Mother charged after child found wandering

Suffolk Police charged a 24-year-old woman with child neglect this week after her 4-year-old child was found wandering the neighborhood for the second time in five months.
Jessica Jane Cerise, of the 200 block of Teal Court, was arrested Monday in connection with a Feb. 20 incident. Neighbors on nearby Widgeon Court found her son outside wearing only a T-shirt and shorts, according to Suffolk spokeswoman Debbie George. Temperatures that day were around 40 degrees.
Officers reported that Cerise said she was sleeping and unaware that the child was missing when they arrived at her home.
In September 2009, the same child was found wandering the neighborhood wearing only a diaper. There were no charges stemming from the September incident, but it was reported to Social Services.
The Department of Social Services is investigating the incident, George said. The child has been placed with a relative.
Cerise posted $2,500 bond from Western Tidewater Regional Jail Monday.
